Framework - Don't require a icon for service widgets

Description

Service widgets (application/vnd.agl.service) refuse to install unless there is a icon defined.

There are two aspects here:

 - not setting the path. I'll solve that (label DD-must-fix-RC3?)

 - not showing something on the home screen

For the second part, not showing something on the homescreen, in the config.xml the permission urn:AGL:permission::public:hidden has to be required for the unit as below example:

Specification for widgets doen't require any icon element. So I agree that the check could be removed.
