Add basic HFP call answer support to phone app

Description

Add support to the phone UI to display an incoming call UI and support incoming calls via HFP connected mobile phones.  Incoming call events and an answer verb are supported via the telephony binding. Call audio is supported via the pulseaudio ofono agent.
