On today's build of master running on Porter, I boot up to the HomeScreen and no icons are displayed. This seems to make sense in this case as I verified that no apps are installed:
root@porter:~# afm-util list [ ]
Attempting to install an app manually results in the following:
root@porter:/usr/AGL/apps# afm-util install settings.wgt
Error org.freedesktop.DBus.Error.Failed: "system error"
and the following log from AFB:

My best guess is that this error prevented all the apps from being installed automatically on first boot.
