Make local KUKSA.val instance optional in Flutter clutter demo image

Description

For the full demo configuration, it is preferable to point the cluster dashboard application in the Flutter cluster demo image at the KUKSA.val instance on the IVI board, as we do with the Qt cluster demo.  To do this, including the KUKSA.val packages should be made optional if possible.
