udisks does not auto-mount removable storage

Description

During the test run for Lamprey 12.1.2 it is observed that udisks does not automatically create a mountpoint for the usb thumbdrive, which in turn blocks local playback for mediaplayer.

/etc/udev/rules.d/99-udisks2.rules exists ; udisksctl registers plug-in/out events properly

Given that with some more testing by myself and it seems the issue is specifically happening with ext4 formatted drives, and is not reproducible with drives with FAT filesystems, this can likely be release noted for 12.1.2.  We can dig further to puzzle out what has changed for 12.1.3 / 13.0.1.

The issue affects only ext4, it does not happen with vfat formatted usb stick.

The only thing that jumped out as possibly related on a quick skim of the changes from v3.1.14 to v3.1.15 is this systemd configuration change:

We'll have to experiment with a local revert to see if an interaction with the static passwd/groups is maybe the cause.
