AGL reference hardware CAN transceivers not enabled

Description

As described in Gerritt change:

The CAN transceivers on the vehicle board in the AGL reference hardware are currently not being enabled, preventing use of the CAN interfaces.  The transceivers need to be pulled out of standby mode by pulling their STB pins high via the associated GPIO lines.

Reopening, as I've realized I had the GPIO setting flipped and this will be used to track the follow up change.
