While testing the dunfell 3.1.7 updates for SPEC-3901, I noticed a few times during ad hoc testing that if I started Dashboard from the launcher right after booting, then switched back to the launcher via the button on the top panel, no other applications could be started.  The Dashboard application can be switched back to at will, but nothing else will start.  This was seen on multiple platforms (both Up^2 and rpi4, it's easily reproduced on rpi4), and only seems to happen on perhaps half of boots, sometimes starting other applications works fine and no issues are seen at all.  To rule out something from the layer updates for dunfell 3.1.7, I retested on rpi4 with stock master as of yesterday, and reproduced it a couple of times w/in a few boots.  I am attaching a journal capture from one rpi4 boot where the issue was seen.  Nothing really jumps out, there are no related errors AFAICT.
