Set up automated test for the DRM lease feature and verify operation on actual hardware plaforms.

Some hints provided below:

• add the feature to agl-ci-change-features and agl-ci-change-features-nogfx (see meta-agl/templates) as dependency 
• this will add the build to CI for all targets
• provide a script that stops agl-compositor, starts drm-lease and checks the status 
• the script needs to go into src/qa-testdefinition.git subfolder common/scripts 
• the yaml file calling it goes into src/qa-testdefinition.git subfolder testsuites/short-smoke
