h3ulcb-nogfx images will not boot from SD card

During some testing for SPEC-3753, I noticed that agl-image-ivi-crosssdk images built for h3ulcb-nogfx will not boot on h3ulcb/refhw boards from a SD card created with the wic.xz image.  This seems to be an oversight where the kernel-devicetree package does not get pulled into the nogfx images.  It's likely not been noticed previously due to the only real user of the [mh]ulcb-nogfx images being AGL CI, which netboots and does not require the missing files in the image.  It seems worthwhile to fix this so someone else does not stumble over this in the future.
