Update SanCloud BSP to dunfell-r2 release

Description

The dunfell-r2 version of the SanCloud BSP has been released. This BSP release supports the dunfell branch of Yocto Project and the TI BSP v7.1 so it can be brought into our current AGL environment once the TI BSP is upgraded (SPEC-3732).

After upgrading, test build for bbe.
