The pyagl test_scan_start_not_playing test fails on H3ULCB + Kingfisher when using the Si4689 on the Kingfisher.  The cause is known, there's a sanity check missing in the radio binding Kingfisher backend's scan_start function.  I'd debugged it previously and thought I'd pushed a fix, but seem to have dropped it somehow.
