Align meta-renesas-rcar-gen3 on Renesas R-Car BSP for dunfell-dev (v2)

So master is now aligned on:

• meta-renesas: latest commit to date on branch dunfell-dev-4.14 (https://github.com/renesas-rcar/meta-renesas/tree/dunfell-dev-4.14)

• Cogent: latest commit to date on branch dunfell-Yocto-v3.21.0-v2 (https://github.com/CogentEmbedded/meta-rcar/tree/dunfell-Yocto-v3.21.0-v2)

This will be used for upcoming release candidate (JJ RC3 9.99.3).

No need to update Graphics driver 

" - BSP update v3.9.9" is internal local version(kernel teams version ). No need to apply it any description.

Kernel 5.4 is difference activity from this Jira. 

Quick status on 05/08/2020:

• New meta-rcar branch "dunfell-Yocto-v3.21.0-v2" is under gerrit review.

• Branch in sandbox "sandbox/ronan/SPEC-3516" on meta-agl is pending for gerrit review.
  -> Build test: OK
  -> Runtime test: OK
  -> Test with kernel 5.4 with nogfx (experimental): OK

• No driver for RCAR BSP 4.14 yet on Renesas web site:
  https://www.renesas.com/us/en/solutions/automotive/rcar-download/rcar-demoboard-2.html

Q:In the description the BSP is " - BSP update v3.9.9" is it OK or is it 4.14 like in meta-renesas branch name?

Comment: The new branch do not have the fix on package "perf" any more and the fix is not upstream yet.
