Update & re-enable Sancloud BBE support with dunfell
Description
The meta-sancloud layer is currently disabled on the master branch as no dunfell compatible release was available at the time master switched to dunfell. Apply the relevant updates and re-enable this.
The meta-ti and meta-arm layers will also need updating.
