xmlsec1 fail to build on latest master

      Did a repo sync, in an attempt to re-try SPEC-3357 on a different machine. This is with the boostrap self extracting archive. 

      ERROR: xmlsec1-1.2.29-r0 do_configure: QA Issue: This autoconf log indicates errors, it looked at host include and/or library paths while determining system capabilities.
Rerun configure task after fixing this. [configure-unsafe]
