Unable to pair a device from Bluetooth settings HTML5 app

      Currently the bluetooth scan button does not show devices, so when invoking scan manually via bluetoothctl produces device list.
      When a device is clicked/tapped in Bluetooth Settings HTML5 app, AGL attempts to pair with the device, then the pairing request is accepted on the device, after 20 to 30 seconds the device(tried with two different android phones - android 7 and 10) the device shows "Couldn't pair with <h3ulcb/m3ulcb/intel-corei7-64>, incorrect pin or passkey", which effectively means that currently is not possible to pair with a device via GUI.

      This behavior is the same when trying to pair with a device via bluetoothctl but not answering the passkey prompt for the same amount of time.

      Retrying pairing manually via bluetoothctl in CLI and confirming the PIN works properly.
