dashboard does not start when launched first

Description

The setting of the directory changed after commit https://gerrit.automotivelinux.org/gerrit/c/src/app-framework-main/+/23616 (on master but the same applies for halibut).

But this change has a bad effect and lead to unavailability to run the dashboard after boot.

An other effect is that the service user-runtime-dir@.service failed to login new users.
