When enabling the run-by-default feature for two webapps (e.g. a homescreen and a launcher), one of them will not show up on boot.

`afm-util ps` reports both are running, and there are log entries for both. There are no crashes reported. LayerManager reports only one surface existing. There is not a consistent pattern on which application will take priority.

It's been reproduced on Raspberry Pi 3 and Minnowboard boards.
