Webapps don't receive keyboard focus

      Web applications don't receive keyboard focus when they are opened or made visible.

      This was identified when working on SPEC-2657, and it's actually a specific case of SPEC-519.

      I think we can make this work for all webapps making WAM listen to the window manager visible and invisible events, and using the ILM API to assign/deassign keyboard input.
