agl-service-hvac CAN device configuration does not work

Description

I noticed that the agl-service-hvac binding would not use the CAN device configuration in its /etc/hvac.json configuration file, code inspection revealed that the configuration file is parsed too late for the value to be useful.  This needs to be fixed.
