connman and bluetooth services fail on M3ULCB

Description

Both bluetooth and connman services checks are failling on m3ulcb.

Nothing explaining thoses fail could be found in dmesg and journalctl

OK, after researching the issue: we can't configure the can devices from busybox and we cannot set it up with just shell commands. libnl can do it, but not without helper. So we're back to iproute2 for this.

Can't we do for can the same as for https://gerrit.automotivelinux.org/gerrit/#/c/AGL/meta-agl/+/22753/2/meta-netboot/recipes-core/initramfs-netboot/files/init.sh ?

I would not like to add a dependency 'just' for the test if possible.
