Dead keys not working in browser

Description

Dead keys (e.g. written accents) don't work in the browser.

To reproduce this problem, a keyboard layout with dead keys must be set, adding these lines to `/etc/xdg/weston/weston.ini`:

Chromium68's recipe has been updated for halibut and master and contains now the fix for this issue:

Tested that upstream patch https://chromium.googlesource.com/chromium/src/+/878224922f634f248d48192b86dafde591d2faf8 fixes this issue. I will upload a pull request soon containing this and other keyboard related backports.
