Update SOTA in AGL Master

Description

Hi,

As discussed during the weekly dev call yesterday ( 6 August 2019), following the reported issues with agl-sota feature for Raspberry Pi 3 in , I will also check the status of the feature in QEMU and update the corresponding Yocto/OE meta-updater layers.

Hi,

Unfortunately my tests showed that AGL image with feature agl-sota cannot be build out of the box from AGL master right now. Therefore I have contributed the following changes:

Update meta-updater to a newer version: https://gerrit.automotivelinux.org/gerrit/c/AGL/AGL-repo/+/22137
Extend DISTRO_FEATURES with sota and usrmerge: https://gerrit.automotivelinux.org/gerrit/c/AGL/meta-agl/+/22135

With these changes the image builds successfully. The image doesn't boot properly and I haven't been able to perform end to end update yet.
