mkefi-agl.sh not work well with Hallibut

Description

use mkefi-agl.sh deploy *.wic.xz to usb stick, the usb stick can not boot up2 successfully.

As comparison, dd and bmaptool is OK.

Please refer SPEC-2552 for details.

Attention: this issue only occurs in Halibut, and Guppy is fine.

I second Scott's points. For now we have no user and it should be removed and the documentation adapted. (CC: @Scott Rifenbark ... please remove references to mkefi-agl.sh in halibut and master)

My suggestion is that we remove it. AFAIK, at this point it only exists to support Intel reference hardware that is not generally available, and seemingly deprecated by Intel. Additionally, the script that it is derived from has been removed from oe-core, so there's no longer an upstream reference to use as a basis for fixing it.
