Update Sancloud BSP to bring in kernel fixes and Automotive Cape support

Description

We need to update the meta-sancloud layer to bring in recent changes before the Halibut release. This matches the kernel version against the "ti2019.01" tag released by Texas Instruments (based on Linux 4.19.38) and adds support for the Sancloud Automotive Cape.
