Switch to ondemandnavi navigation application

Description

There had previously been a change to set PREFERRED_PROVIDER_virtual/navigation to ondemandnavi instead of the old navigation application, but it seems to have been accidentally over-ridden during some layer moves for the profiles rework.  This bug is to track fixing that, and ensuring it still builds and starts.

I misunderstand the new navigation. Formerly, I think the old navagation is replace by a new application called “ondemandnavi“. So the truth is, the default installed “”NAVIGATION“ is already the new one in HH.

  1. Yes, the old navigation application should still work if you do a build with PREFERRED_PROVIDER_virtual/navigation set to "navigation" (e.g. in local.conf or site.conf).  I did make the update to it to add the new display permission, and tested it before switching the default to ondemandnavi.

  2. It's in the builds, I see a navigation.wgt in the M3 image, and it worked for me on my M3 here with an image built with latest master.  You'll need to set a Mapbox access token as I mentioned on the mailing list, see: https://lists.linuxfoundation.org/pipermail/automotive-discussions/2019-July/007519.html

Hi, ,  some questions about the new navigation:

1) Is the old navigation still work in HH?

2) How to test the new navi app(ondemandnavi) in HH? I can not find any wgt auto built in m3+kf filesystem.
