SGX graphics drivers causing homescreen & launcher crashes on Sancloud BBE

Description

On the current master branch the homescreen and launcher apps crash on startup on the BBE.

After some investigation it was found that we're effectively using a pre-release of the TI BSP layer for the thud branch of Yocto Project. So meta-ti was updated to the tag 'ti2019.01' as a quick test. After a minor patch to fix build issues the resulting image was tested on hardware and the app crashes were no longer observed.
