Bluetooth service is failing

Description

Bluetooth service is failing, after some investigations it seems that the Bluetooth service can't be start by default when booting the image, it should be started manually. So I think that there is something to lack in the Yocto recipes to enable the Bluetooth service by default.

it fails for all boards.

The Bluetooth service is not enabled by default, so when doing a hacking session, when first try to execute "is-active" ---> result: inactive then I've tried to start it manually and it worked.

We're find in CI now.

The last line is likely our issue.

We still see this problem in CI.

qemuarm / qemuarm64 and other boards. The bluetooth service will just not start on these.

Restarting as noted by as root after bootup works.

So this must be an issue with dependencies or timing.

This is still failing in the CI testing.

The CI tests are fully automated, so we can't currently try anything "manual", nor does forcing a restart of the service sound like an appropriate fix for the CI testing.
