bluez-alsa service does not start when when bluetooth adapter is inserted

Description

This behavior was observed after SPEC-2309 was reported and which is the reason for 2309.

After booting without usb bluetooth adapter attached the bluez-alsa fails to start.

 

After inserting a bluetooth adapter and enabling the bluetooth in Settings, pairing with a device is successful, but after connecting to it, the device connecting to the board - e.g. Android phone does not report "Media audio" profile because the bluez-alsa hasn't started after inserting the adapter.

The latest bluez-alsa that I pushed to halibut doesn't need to be started when the adapter is inserted. Instead, it is always running in the background and observing adapter changes by itself. I don't think there is anything that needs to be done for this issue. If anyone notices any issue again with connecting the media profile to a phone, let me know, but I think the cause is definitely going to be something else. Therefore, I will resolve this ticket.
