Kingfisher M04 + BSP 3.15: no bluetooth device after soft reboot

Description

This phenomenon is not a 100% reproducible, and has only been seen on M04 boards, not on M06 ones.

After soft reboot, no bluetooth device is listed by

"hcitool dev"

whereas the device always appears after a power cycle.

Yes, I recommend Power Off by switch and a few second later turn on for bluetooth.
