Create HOWTO and Reference sections in documentation site

Description

Seen with : we need 2 new top sections in the website: "How-To"  and  "Reference"

That's something to create in docs-webtemplate (master-next only)

Also we need two corresponding folders "how-to" and "reference" in docs-sources (-next branch)
