function getnameinfo takes 5 sec for 'catchall' interface

Description

The call to getnameinfo takes 5 seconds when it looks to the "catch all" interface (ipv4: 0.0.0.0). So it is better to not call it in that case because it defers all binder startup by 5 sec. A very weird thing!
