Add transport type scan to Bluez discovery filter

Description

Allow a clients to only attempt to discover Bluetooth devices, BLE, or both. Only selecting bluetooth device types clients want it reduces scan to discovery time.

tested on flounder and it seems to improve scan times, and so I have backported/cherry-picked them.
