Port libcbe to latest Chromium

Description

Port libcbe to latest Chromium.

Libcbe is a shared library that contains all the shared code between the chromium browser and the Web Application Manager (WAM) in webosose. The purpose of this library is to reduce memory consumption, sharing memory pages between the browser and the web applications.
