[app-templates / cmake module ] Inconsistent output of application build (RELEASE vs DEBUG) build - need both

      The application builds produce a mix of RELEASE and DEBUG wgt's currently.

      We actually need both and the output should be consistent either

      • RELEASE (default)
      • or DEBUG (e.g. agl-devel) 
      • or both (for CI/release builds)!

      (btw ... same is in the end true for for -test wgts)
