Latest tags "guppy_6.90.0" or "guppy/6.90.0" break the packaging due to the fact that there are only string tags" and no numerical tag (IOW "6.90.0").

Is it possible to continue to add 3 types of tags : "guppy_6.90.0" + "guppy/6.90.0"  + "6.90.0" as you did before ?
Note that same problem exists for all XDS repositories (agent, gdb, cli)

Steps to reproduce problem:
clone xds-server repo and execute  "make package-all" command
