Installed SDKs not detected when XDS server restart

      Steps to reproduce:

      • Install an SDK using xds-cli command line (xds-cli sdks install -f ~/xds-workspace/mysdk_xxx.sh) or using xds dashboard
      • Restart xds-server binary or services: systemctl --user restart xds-server
      • The previous installed SDK is not listed as Installed: xds-cli sdks ls
