Create Reference Instrument Cluster Reference App

      Use the Instrument Cluster device profile and AGL App Framework to create a reference Instrument Cluster build that will be used in the AGL Demo Green Machine. 

      We should either update the image to match FF or replace the instrument cluster demo.
