Crush WindowManager

Description

Window manager crush when application crush/exit.

E.g. M3 without kingfisher, Radio exit with error, then WM crushes immediately. 

This issue cannot reproduce (application's exit never cause WM crush) if I revert https://gerrit.automotivelinux.org/gerrit/#/c/16101/ and https://gerrit.automotivelinux.org/gerrit/#/c/16105/.
