Hold power off following given critical application status

Without implementing a complex system such as the node state manager from Genivi, will still need to provide a solution such as:

if a critical application is in a blocking state (e.g. phone call is active) the stopping of the system should be held until the call is terminated or a system timeoff (e.g for battery protection) is triggered.
