Low Level Can Service - Using wrong wgt config.xml

Description

./conf.d/app-templates/template.d/config.xml.in  is being picked up versus ./conf.d/wgt/config.xml.in which at the bare minimum is not picking up a hidden attribute.

Crap, I made a duplicate with https://lf-automotivelinux.atlassian.net/browse/SPEC-1162#icft=SPEC-1162.

Problem was that configuration issue in low-can.
